Vitaly Buka a32910588b [compiler-rt][cmake] Disable LSan on Android (#235574 )

LSan on Android is currently broken and there is no evidence it is used,
failing 51 tests on
https://lab.llvm.org/buildbot/#/builders/sanitizer-x86_64-linux-android
that we are recovering. Disable `COMPILER_RT_HAS_LSAN` on Android with a
`FIXME`.
