Saswat Samal 9070ea8b54 instance: redraw the pending progress line after log entries

On a TTY, the pending requirement progress line is drawn without a
trailing newline so that it can be flipped in place, but log entries
written in the meantime (e.g. the propagated hostagent logs) were
appended to it.

Clear the pending line before each log entry and redraw it after it,
and terminate it when the watcher returns.

Fixes #5601
