Ken Huang 7596c4bc4b KAFKA-19042 Rewrite TransactionsBounceTest from Scala to Java (#23879) ...

Rewrite TransactionsBounceTest from Scala to Java and move it to
clients-integration-tests. The transaction status header helpers are
moved to ClientsTestUtils and shared with ProducerIdExpirationTest, and
the Scala helpers in TestUtils that were only used by this test are
removed.
