Cut the template down to what is actually important for PR authors to reflect upon: - Does the PR description relate to the commit messages? - Does the PR break things™? - Did the author follow the contrib guide? - Is the PR tested and documented? - Did the author review the PR before submitting it? Move the license header from the PR template into an accompanying license file, as this header ended up in the description of every PR. Most of the details now live in the contrib guide, whose index page has been restructured from a collection of links into a real overview. Refer to the code of conduct in the community repository instead of keeping a copy that pointed at the CNCF one. Fold the merge prerequisites and the draft mode note from the testing page into the GitHub workflow page, where the rest of the PR process is described. Community details are now only in the README, which is imported into the docs. The contrib guide links to that instead of duplicating the content. Remove the mkdocs emoji plugin, as its sole use is gone. While at it, drop the links to k0sproject's X account. Signed-off-by: Tom Wieczorek <twieczorek@mirantis.com>
