Teknium e3d0046203 fix(config-remote): a rotated IdP client secret fetches a new token ...

The IdP token cache was keyed on (token_url, client_id, scope), so a
rotated GATEWAY_RELAY_IDP_CLIENT_SECRET kept serving the bearer cached
under the old secret until it expired. The key now includes a digest of
the secret.
