Tommy D. Rossi a7d0f9b0fc Document release builds, changeset rules, and how to open PRs.

AGENTS.md now states

- Never ship or start the app on a debug native build. GPUI paint is
  many times slower and looks like an app bug. Rebuild release after
  any debug build before judging frame time.
- Always add a changeset before the work is done. Fixes and Closes
  lines belong in the changeset so changepub can copy them.
- A PR to Zed is upstream zed-industries/zed main, from a worktree,
  never from this submodule checkout.
- A PR to remorses/gpuix must name harness, agent, and model, then
  include every user prompt in a details block.

CLAUDE.md points at AGENTS.md so Claude Code loads the same guide.
