The suite was logging React production vs development, implied FPS, and
mean times. Those numbers did not change the budgets. Overlay stats
include the setup flush after reset, so they are logged only. A
throttled run still skips the default budgets.

Also

- readMacCpuThrottle() only reads THROTTLE. GPUIX_THROTTLE is gone.
- profile-chat-scroll.tsx times dispatchScrollWheel(), not a later
  flush(). The wheel already draws.
- Drop the NODE_ENV=production notes from AGENTS.md. Development React
  stays the default so warnings remain.
