Robert Griesemer f095da59e4 go/types, types2: implement new string(x) conversion restrictions
Starting with Go 1.28, string(x) is only permitted for an integer x
if it is of type byte or rune, or if it is an untyped rune constant.

Refactor the implementation of Checker.conversion by moving the
function constConvertibleTo outside and make it a method of operand.
Improve reporting of causes for invalid conversions.
Adjust tests as needed.

For #3939.
