A shell call without `action` now runs when its fields fit exactly one action: `command` with run fields means run, `session_id` with `chars` or `yield_time_ms` means interact, and `session_id` with `force` means stop. fx adds the action before the call is stored or checked against permissions, so the approval covers the command that runs. A bare `session_id`, or a `command` next to a `session_id`, is still rejected with a correction.
