- Remove @types/semver and @types/w3c-web-serial, which no TypeScript
  code uses any more.
- Remove the @electron-ci/osr-gpu native addon fixture, which no spec
  requires.
- Update @electron/fiddle-core to ^2.2.2 in the root and workflows
  workspaces.
- Run `yarn dedupe` over the lockfile.
