claude[bot]andClaude d23dd9df44 ci: enable faraday hold-for-review gate (#54202)
Adds the hold-for-review block to .github/faraday.yml so that a pull request carrying the hold-for-review label is held for 24 business hours (Pacific time) before faraday lets it merge; pull requests carrying fast-track are exempt. The gate is implemented in electron/faraday#24.
