claude[bot]andClaude 3336a43a2d build: retry SAS key generation in checkout action (#53880 )

A single transient HTTP 502 from the sas-sidecar on the "Generate SAS Key"
curl fails the whole checkout job and every dependent build/collect job for
that platform. Retry transient errors a few times with a short delay so a
one-off blip no longer kills the leg.
