claude[bot]andClaude a5f39c433c build: ignore submodule pointer changes when exporting patches (#53415) ...

Exported patches must only carry file changes in the target repo. When
the target is Chromium src, `e sync` leaves the Electron-patched
sub-repos (v8, boringssl, skia, ...) at local commits, so any
pathspec-less staging picks up moved gitlinks and `git format-patch`
serializes them as 160000 hunks. Those hunks apply only while the "-"
side matches the current DEPS pin and conflict on the next roll (see
#53191 / #53406). Pass --ignore-submodules=all so gitlink changes are
never exported.
