* 8527748: [Linux] Remember declined GlobalShortcuts portal shortcuts

Upstream now marks cancelled shortcuts as declined on a failed
BindShortcuts response and re-binds the remaining ones without them.
Keep that logic, resolve the groups of the failed bind request as
unbound before it runs, and close the session instead of recording the
failed IDs as bound so that a later registration attempts a fresh bind.

* 8567537: Enable BackupRefPtr in PartitionAlloc default dispatch shim

BackupRefPtr now covers allocations made before FeatureList
initialization, including the ContentClient and per-process clients
created by ElectronMainDelegate. ElectronMainDelegate declared
content_client_ before gpu_client_, renderer_client_ and
utility_client_, so at process exit those were freed first and the
base content::ContentClient destructor then released dangling raw_ptrs
to them. In dcheck_always_on builds the dangling pointer detector turns
that into a crash on exit of every renderer, GPU and utility process,
which made the crashReporter "ensure linux child process args are not
modified" spec receive a minidump from a utility process exiting
instead of a clean exit. Declare content_client_ last, matching
content_shell's ShellMainDelegate, so it is destroyed first.
