* chore: bump chromium in DEPS to 158.0.8126.0

* chore: update siso revision

* chore: update patches

* build: rebase siso patches onto siso dfc32e4

Upstream https://chromium-review.googlesource.com/c/build/+/8609448
(146ec3de) passes grpc.WaitForHandlers(true) to the reapitest fake
server, conflicting with our UnaryInterceptor plumbing on the same
grpc.NewServer() call. Seed our server options with upstream's.

Skip-Lint: siso patch rebase; siso CLs don't map to Chromium versions
