7825509: webnn: Move LiteRT CPU inference from GPU to renderer process

This CL relocated LiteRT context creation into the renderer process via
the new generic webnn_context_provider_in_renderer, which is built under
WEBNN_TFLITE_IN_RENDERER on Linux. As a result, the arm32 renderer link
now drags in LiteRT's XNNPack delegate symbols (e.g.
TfLiteXNNPackDelegateOptionsDefault), so build_litert_with_xnnpack=false
must be set alongside the existing build_tflite_with_xnnpack=false.
