Mark f0c4cd6d32 Fix --fail-require-skip detection on stderr (#27417) ...

## Summary

- Fix `--fail-require-skip` detection by checking both stdout and
stderr.
- Add regression coverage for require-skip summaries written to stderr.

## Testing

- Targeted regression test passes.
- `python3 -m unittest scripts.ci.test_run_tests` passes (77 tests).

Fixes #27413.
