Current state: Always return `normalize(path)`
Proposed state: Return `normalize(path)` if `path` is a `str` otherwise raise an `Exception` which should probably be a `TypeError` instead of a generic `Exception`.
Issue on Windows with parquet_amalgamation.py throwing
'Could not find include file "parquet-amalgamation.hpp'
exception referenced in #2505. Added helper method in python_helpers to
ensure more consistency.
