* fix: build the dev container on bookworm golang:1.26.6-bullseye does not exist, so the weekly dapr-dev-container build has failed since August. Move the image to bookworm and fix what breaks there: - common-debian.sh enables contrib/non-free in /etc/apt/sources.list.d/debian.sources, since bookworm has no /etc/apt/sources.list. - common-debian.sh installs liblttng-ust1 when available; bookworm renamed liblttng-ust0. - install-dapr-tools.sh installs protoc-gen-connect-go from connectrpc.com/connect at the version the Makefile pins (1.18.1). It used a non-existent module path and read its version from the protoc-gen-go-grpc argument.
