Follow-up of the HTML5 migration in bpo-10716: replace the layout
tables, the /<br> encoding of docstrings and the obsolete
<a name=...> anchors with semantic markup (header, section, h1-h4,
CSS multi-column lists, white-space: pre-wrap, id= anchors), and
restyle the pages after the python-docs-theme used by docs.python.org,
including dark mode support. Members inherited from other classes
are now collapsed by default. The pydoc API is unchanged; obsolete
arguments of HTMLDoc methods are accepted and ignored. ServerHTMLDoc
in xmlrpc.server is updated to match.

Prior to issue #120485 these servers did not allow port reuse, which
makes sense as the behavior of port reuse is surprising if you're not
expecting it. It's unclear to me why these services were switched to
allow port reuse, but I believe the desired behavior (unless subclasses
opt in) is to not allow port reuse.

At import time, the xmlrpc.client module uses different date formats to
test strftime so it can format years with 4 digits consistently.
Depending on the underlying C library and its strftime implementation
some of these calls can result in ValueErrors, blocking the
xmlrpc.client module from being imported.
This commit changes the behavior of this bit of code to react to
ValueError exceptions, treating the format that caused them as an
non-viable option.
* Fix multiple typos in code comments
* Add spacing in comments (test_logging.py, test_math.py)
* Fix spaces at the beginning of comments in test_logging.py
kB (*kilo* byte) unit means 1000 bytes, whereas KiB ("kibibyte")
means 1024 bytes. KB was misused: replace kB or KB with KiB when
appropriate.
Same change for MB and GB which become MiB and GiB.
Change the output of Tools/iobench/iobench.py.
Round also the size of the documentation from 5.5 MB to 5 MiB.
This changes the main documentation, doc strings, source code comments, and a
couple error messages in the test suite. In some cases the word was removed
or edited some other way to fix the grammar.
This changeset does two things: introduces a new RemoteDisconnected exception
(that subclasses ConnectionResetError and BadStatusLine) so that a remote
server disconnection can be detected by client code (and provides a better
error message for debugging purposes), and ensures that the client socket is
closed if a ConnectionError happens, so that the automatic re-connection code
can work if the application handles the error and continues on.
Tests are added that confirm that a connection is re-used or not re-used
as appropriate to the various combinations of protocol version and headers.

me.)
