The windows-2022 GitHub runner image no longer ships Python 3.10, so
PCbuild/find_python.bat fell through to NuGet and installed the latest
pythonx86 package, which is now 3.15.1. Python 3.15 removed
Loader.load_module(), which Python/makeopcodetargets.py used to import
Lib/opcode.py, so the _RegenOpcodes target failed and broke every
Windows CI build on this branch.
Load Lib/opcode.py through importlib.util instead, and extend the py.exe
search list in find_python.bat up to 3.14 so the build picks up the
runner's preinstalled Python rather than whatever NuGet considers latest.

* gh-158446: Reject float format precision near INT_MAX (GH-158474)
Formatting a float or complex with a precision within about 1000 of
INT_MAX could crash or produce incorrect output.
PyOS_double_to_string() now raises ValueError("precision too big") for
such precisions, as the format string parsers already do for
precisions above INT_MAX.
The limit applies regardless of presentation type or value, so a few
calls that previously succeeded (inf, nan, or 'g' with such a
precision) now raise as well.

* gh-158446: Fix the new test_format test on 3.11
test_format.py does not import import_module on this branch. Import
INT_MAX from _testcapi directly, as the neighboring test does.

When using threaded applications, there is a high risk of a deadlock in
the interpreter. It's a lock ordering deadlock with HEAD_LOCK(&_PyRuntime); and the GIL.
By disabling the GC during the _PyThread_CurrentFrames() and
_PyThread_CurrentExceptions() calls fixes the issue.

Setters for members with an unsigned integer type now support
the same range of valid values for objects that has a __index__()
method as for int.
Previously, Py_T_UINT, Py_T_ULONG and Py_T_ULLONG did not support
objects that has a __index__() method larger than LONG_MAX.
Py_T_ULLONG did not support negative ints. Now it supports them and
emits a RuntimeWarning.

gh-108987: Fix _thread.start_new_thread() race condition (#109135)
Fix _thread.start_new_thread() race condition. If a thread is created
during Python finalization, the newly spawned thread now exits
immediately instead of trying to access freed memory and lead to a
crash.
thread_run() calls PyEval_AcquireThread() which checks if the thread
must exit. The problem was that tstate was dereferenced earlier in
_PyThreadState_Bind() which leads to a crash most of the time.
Move _PyThreadState_CheckConsistency() from thread_run() to
_PyThreadState_Bind().
