Jai RadhakrishnanandTrayan Azarov 01047ffae1 [ENH] register_embedding_function a decorator, error logs, async fastapi tests (#4149)
## Description of changes
For better dx when using custom embedding function, this allows users to
add a decorator to custom embedding functions to register their
embedding functions during get_collection. It also adds better error
handling when the user does not register their embedding function ,and
prompts them down the correct path. This PR also adds async fastapi
