Robert Escriva 801cadf860 [BUG](ci): Create CNI directory before setup (#7862 )

The none-driver setup in `medyagh/setup-minikube` runs `chmod 755
/etc/cni/net.d` without creating the directory. On fresh runner images
this fails before `minikube start`, blocking Tilt integration tests.

Create the directory before invoking the action. The operation is
idempotent and preserves any existing CNI configuration.

Validation: YAML parsing, prerequisite ordering, Bash syntax, and `git
diff --check` passed locally. Linux startup validation will run in this
PR's CI.
