Sutou Kouhei f10fadcedc GH-55112: [Packaging][Debian] Add missing opentelemetry-cpp dependency (#55249) 
### Rationale for this change

`debuild` doesn't add OpenTelemetry dependencies to `libarrow.so.XXX` automatically because OpenTelemetry package on Debian doesn't have SO version.

Add `opentelemetry-cpp` dependency explicitly.
