wolo 6064dbd960 docs: add a self-review gate and the conventions reviews keep repeating (#1558) ...

Reviewers spend most rounds on defects a contributor's own agent could
have found. AGENTS.md asked for a self-review only as a PR-template
checkbox, which carries no method and no way to tell whether it happened.

Adds a Self-review section built on the one property that makes the pass
work at all: it runs in a fresh context, because an agent re-reading work
it produced in the same session re-reads its intent rather than the diff.
The method and the per-lens detail live in a new in-repo skill so
always-loaded context stays small.

Also states four conventions that were enforced only in review: keeping
user and model data out of logs and errors, what belongs in a doc comment,
constructor and error-message shape, and citing adk-python by file and line
rather than asserting parity.
