Joshua Megnauth cf6ca56789 Fix Unicode 3.2.0 aliases, bump unicode_names2 (#9171) ...

Replaces: #9166

unicode_names2 fixed a bug with its aliases. Ironically, the bug
caused a test in test_snippets.py to pass. Bumping unicode_names2 to
4.0.0 fixes the bug and thus the extra 3.2.0 test fails. I fixed the
logic for name lookup for 3.2.0. Now the test correctly passes.
