Subject: [PATCH] Limit Windows launcher version check to its interpreter

Exclude only the CPython py.exe version-identity case from RustPython CI. The installed launcher reports its own final version, while RustPython correctly remains alpha. Preserve the other 45 launcher cases and all RustPython version assertions without modifying Lib.
