Fix Windows CI (#5168)

* pin openssl version for windows CI

* use cargo vcpkg

* install openssl with vcpkg

* use Swatinem/rust-cache right after dtolnay/rust-toolchain

* cargo install --target-dir=target cargo-vcpkg
