* fix(generation): explain exhausted plan quotas * test(generation): use nullable model metadata in quota fixture * fix(generation): keep provider quota detection neutral and scene-scoped Address the review of #1831: - The shared classification no longer reads vendor codes. MiniMax TTS and web search translate base_resp 1008/2056 into ProviderQuotaExhaustedError (thrown, or as the cause of the rate-limit error an HTTP 429 keeps), and isUpstreamQuotaExhausted checks only that marker and the OpenAI-compatible wire codes. - The built-in classification reports PROVIDER_QUOTA_EXHAUSTED, so a host that meters its own QUOTA_EXHAUSTED can tell the two apart, and a host's start refusal keeps the host's own message. - The classroom passes the guidance only while the pending scene card is the scene the run paused at; a scene the run went on past keeps the generic failure text.
