jack 0685f253bf fix(agent-runtime): keep the system prompt stable when materials change (#2027) ...

The materials block in the agent system prompt is now static guidance that does not list the attached set, so attaching a file, fetching a page or finishing an extraction no longer changes the prompt head and invalidates the provider prefix cache. list_materials, follow-up attachment notes and fetch_url results still tell the model what is attached; a new session's opening attachments now reach the first run through the same attachment note. Closes #1858.
