wyuc 6adb00080c ci(publish): use npm trusted publishing instead of NPM_TOKEN (#2063) ...

The publish job now authenticates to npm with a short-lived OIDC credential through npm trusted publishing (configured per @openmaic/* package for this workflow and the release environment, with direct publish allowed) instead of the expiring NPM_TOKEN, and installs npm 11.6.2 for it.
