`test_reload_never_installs_mixed_handler_snapshot` drives the exact interleaving the reviewer described:
two successive `ALTER HANDLER ... URL` commits hand a URL over from one handler to another, while the other
replica keeps reloading and reading its own `system.handlers`. The observer asserts that the two handlers are
never seen on the same URL - a state that no committed Keeper version has - and each round checks that after
the hand-over the URL is routed to the new owner (`GET /swap_a` answers `B`, not the pre-`ALTER` `A`).
