Bump vendored PostgreSQL sources used to build libpq from 18.4 to 18.6.

Build adjustments:

- Bump `PG_VERSION`, `PG_VERSION_NUM`, `PG_MINORVERSION_NUM`,
  `PG_VERSION_STR`, `PACKAGE_VERSION` and `PACKAGE_STRING` in `pg_config.h`
  to 18.6.
- No source list changes: the libpq frontend sources are unchanged between
  18.4 and 18.6.
