Align praktika CI settings with the private fork's native-CI runner fleet
so PRs synced from upstream carry a correct runtime config.

- Point PRAKTIKA_BASE_VENV at praktika-runtime-0.0.1, the base venv baked
  into the target runner image (praktika-runtime-0.1.8 does not exist there).
- Enable ENABLE_S3_REPO_SNAPSHOT and ENABLE_PR_EPHEMERAL_MERGE_COMMIT.

These are inert here (CI runs on GitHub Actions) but let the native-CI
controller start the workflow: it reads the merge-gating flags from the PR
head pre-merge and the base venv from the checkout, so their absence makes
synced PRs fail with "Praktika base venv does not exist".
