`clickhouse-compressor` parsed the `--codec` chain itself and called the AST
overload of `CompressionCodecFactory::get`, which does not apply the
column-level-only check, so `--codec "quantized('int8', 64)"` wrote a no-op
`Quantized` stream. Route it through `CompressionCodecFactory::get(const String &)`,
which parses the same way and rejects `Quantized`.
